Defendant shall be punished by a fine of one million won.

If the defendant does not pay the above fine, KRW 100,000.

Punishment of the crime

Any person who intends to establish, manage, or operate a private qualification shall register the relevant private qualification with the competent Minister, as prescribed by Presidential Decree.

Nevertheless, on May 2014, the Defendant, without registering with the competent Minister, entered D’s leader qualification certificate in the name of “E Association President A” in the “C” office located in Gangdong-gu Seoul Metropolitan Government, and issued it to D, thereby establishing and operating a private qualification.
