B. On March 2015, the Intervenor participated in the public announcement on the selection of non-scheduled passenger transport service providers and was selected as a new provider of the instant service route (hereinafter “instant license issuance disposition”). On July 23, 2015, the Intervenor obtained from the Defendant a license for non-scheduled passenger transport service (hereinafter “instant license issuance disposition”).
