1. All of the instant lawsuits are dismissed.

1. Details of the disposition;

A. The Plaintiffs are currently residents of Ulllledo, and the Taesung Shipping Co., Ltd. (hereinafter “Seosung Shipping”) is a corporation established on July 23, 2012 for the purpose of maritime passenger and cargo transport business.

B. On August 23, 2013, Taesung Shipping filed an application with the Defendant for a license for regular coastal passenger transportation services. On September 3, 2013, Taesung Shipping began to provide regular passenger transportation services between Ulle-port (port)-port (port of Ulle-port)-port (hereinafter referred to as “Ulle-port”) with the vessel operating from October 1, 2014 after obtaining a conditional license for marine passenger transportation services from the Defendant, with the vessel operating from October 1, 2014.

C. On November 12, 2014, the Defendant requested the head of Ulsan Gun to submit an application to revise the business plan to change the navigation time and frequency, and navigation speed in accordance with Article 4 of the business guidelines for coastal navigation. On October 19, 2014, the head of Ulsan Gun sent a reply to the head of Ulsan Gun to the effect that “it is reasonable to review the change of navigation time in the future if it is difficult for the head of Ulsan Gun to continue operation while operating on the navigation route from October 1, 2014 to October 1, 2014.”

On November 20, 2014, at the request of Taesung Shipping, the Defendant issued a disposition to authorize the modification plan of the scheduled coastal passenger transport services (hereinafter “instant disposition”) with the following content. A.
