1. Details of the disposition;
A. On October 30, 2003, the Minister of Finance and Economy designated five percent of the total amount of 88.98mm2 (269.10,000m2) in the Hanyang-gun-dong, Chungcheongnam-do as the free economic zone of light-do pursuant to Article 4 of the former Act on Designation and Management of Free Economic Zones (amended by Act No. 6916 of May 29, 2003) as the designation of the free economic zone of Mayang-do as the free economic zone of light-do.

B. A project operator designated C Co., Ltd. (hereinafter “C”) filed an application with the Minister of Finance and Economy for approval of an implementation plan for a development project to create a marine complex tourism complex in a zone B (hereinafter “instant project”) with a foreign-capital invested company under the Foreign Investment Promotion Act. On July 13, 2004, the project operator was designated as a development project operator of a zone B (a complex) located in a Mayang Mann-do Free Economic Zone (a complex) in a free economic zone at the time of leisure
C. 1) On May 4, 2006, the Minister of Finance and Economy approved and announced a plan to develop a zone B free economic zone B with a project operator C and a total project cost of KRW 1.50 billion from 2006 to 2010, classified the project period into one phase from 2006 to 2010, and two phase from 2011 to 2015, and the development plan for a zone B with a development area of approximately KRW 3.20,000,000 whose development area initially increased (hereinafter “instant implementation plan”).
The Ministry of Strategy and Finance has been integrated with the Ministry of Finance and Economy in around 2008, and the affairs concerning free economic zones have been transferred to the Ministry of Knowledge Economy, as the Ministry of Strategy and Finance has changed into the Ministry of Strategy and Finance.
After 2013, the Ministry of Trade, Industry and Energy, which was newly established by integrating the Ministry of Knowledge Economy, entrusts the designation and operation of free economic zones, and the former status of authority, such as approval of designation of free economic zones, is the defendant.
