Reasons
Punishment of the crime
1. Around 20:00 on November 5, 2018, the Defendant made a Vietnamese driver’s license with the words “B,” “B, on the face of the week, may make a Korean driver’s license using the words,” and was willing to request B to manufacture Vietnamese driver’s license.

2. On November 19, 2018, the Defendant of the obstruction of performance of official duties by fraudulent means is B and C to an employee in charge of name in the public service center at the above Daegu driver's license test site around 13:00.
