Defendant shall be punished by a fine of KRW 900,000.

Where the defendant fails to pay the above fine, one hundred thousand won shall be one day.

Punishment of the crime

The defendant is the chairperson of the Seo-gu Incheon Metropolitan City council of occupants' representatives, and on June 4, 2014, the defendant supports E elected in the election of the members of the Gwangju Metropolitan City Council among the 6th nationwide local elections implemented on June 4, 2014.

No one shall distribute, post, or spread any advertisement, personnel record, poster, poster, photograph, document, drawing, picture, printed matter, etc. which includes contents supporting, recommending or opposing a political party or candidate without the provisions of the Public Official Election Act from 180 days before the election day to the election day, or which indicates the name of a political party or candidate, and carry out any election campaign using various printed matters, etc. before the election campaign period, with the aim of influencing the election.

Nevertheless, the Defendant posted to each of the above places by the head of the apartment management office F any printed materials containing a letter of publicity of the achievements of the preliminary candidates of the Seoul Metropolitan Council members of the Seoul Metropolitan City Council, which read, “I have 5 million won urgently supported by the construction of small library facilities and have promised to prepare a continuous support plan,” which read, at around 19:00 on May 2, 2014, at 58 location, such as 29 bulletin boards established in the opening of each Rashes of Seo-gu, Seo-gu, Gwangju Metropolitan City C apartment (1,233 households) and at 29 apartment elevators, and at the 58 location of apartment elevators, “I have dice of the Si Council, E, in the cost of small library facilities, dice E, dice E, and dice E, who participated in the establishment of the above Women’s Association on May 2, 2014 and distributed the above printed materials to 10 female members present at that place.
