Defendant shall be punished by a fine of KRW 1,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

The Defendant, at the time of B and cargo transport days, had his resident registration cancelled around 2005 and had B used B’s resident registration numbers with B’s help and used B’s resident registration numbers to receive hospital treatment without B’s permission.

1. No person who violates the National Health Insurance Act shall receive or allow any third person to receive insurance benefits by fraud or other improper means;

Nevertheless, on July 9, 2010, the Defendant: (a) requested an employee in charge of the receipt of the above hospital to receive medical care in exchange for the name and resident registration number of B, a national health insurance policyholder; (b) received medical care; and (c) demanded the above hospital to pay KRW 7,612 as insurance benefits to the above hospital; and (d) obtained financial benefits equivalent to the above amount from the date and time to May 26, 2018 from the date and time to May 26, 2018, the Defendant received financial benefits equivalent to KRW 2,569,030 by deceiving the victim as shown in the attached list of crimes; and (b) received insurance benefits from the National Insurance Service by unlawful means.

2. No person who violates the Resident Registration Act shall unlawfully use another person's resident registration number.

Nevertheless, the Defendant, by taking advantage of the aforementioned resident registration number B, received treatment as the name and resident registration number of B at the time, place, and name and resident registration number of B as described in paragraph (1) without B’s consent, and used the other person’s resident registration number at a total of 88 times from the above date to May 26, 2018.
