1. The plaintiff's claim is dismissed.

1. Details of the disposition;

A. On December 13, 2018, the Plaintiff entered the following claims in the written request for information disclosure, and filed a claim with the Defendant for information disclosure related to “The suspicion of preferential development of the C-factory site purchased by the Ministry of National Defense (hereinafter “B”) from the Ministry of National Defense on December 12, 1981 (hereinafter “instant claim for information disclosure”). At that time, the content of the reference document attached to the said written request is as stated in [Attachment 1].

(B) The Committee on the Full Re-Examination E of the Development of B Special Hybol D, which visited the Ministry of National Defense on November 15th of the past year, and called the C-factory site B of the current FF G G site in Busan, Daegu Shipping Daegu.

There is an inquiry about the cancellation of special agreement registration and the cancellation of contract by the Ministry of National Defense.

On December 21, 2018, the Defendant rendered a non-disclosure decision as to the Plaintiff’s claim on the grounds that the information for which the Plaintiff seeks information disclosure constitutes information subject to non-disclosure under Article 9(1)5 of the Official Information Disclosure Act (hereinafter “Information Disclosure Act”) based on matters in the process of internal review.

The Plaintiff dissatisfied with the instant disposition and filed an objection on January 18, 2019. On February 11, 2019, the Defendant rendered a decision to dismiss an objection on the ground that the information the Plaintiff sought to disclose information constitutes information subject to non-disclosure under Article 9(1)4 of the Information Disclosure Act, as a matter related to investigation.
