A defendant shall be punished by imprisonment for a term of one year and two months.

However, the execution of the above punishment shall be suspended for two years from the date this judgment becomes final and conclusive.

Punishment of the crime

1. The Defendant is a person who works as a head of the D Village E located in Jeonsung-gun, Jeonsung-gun from around 2002 to January 2012.

Pursuant to the installation of F facilities in the Jeonsung-gun E, the Bosung-gun decided to implement the residents support project in the D Village, G Village, H Village, and I Village, which is an area under the neighboring influence, and decided to provide the subsidies of KRW 9,928,000 for each village, KRW 100,000,000, KRW 100,000,000,000,000,000.

Accordingly, if the representative of each village submits evidentiary documents, such as the statement of labor cost payment, receipt, etc. along with the settlement report, after completing the designated project, the expenses related to the performance were to be executed as subsidies.

2. Forgery and events of the rules of the Korea Village Association;

A. On February 2, 2008, the Defendant forged a private document with the content of "General Provisions, Chapter 1, Chapter 2, Chapter 3, Chapter 4, Chapter 5, Chapter 5, and Chapter 6," and the content of "Chapter 6," and the content of "Chapter 1, Chapter 2, Chapter 5, Part 5, Part 6," and 18, written on the cover of a computer for the purpose of opening a DNA village account in order to receive the above subsidies at the D Village Center located in the Dondong-gun, Chungcheongnam-gun, Gyeongnam-gun."

Accordingly, for the purpose of uttering, the Defendant forged one copy of the rules of the D Village Association, which is a private document on rights and obligations.

B. On February 21, 2008, the Defendant: (a) opened an account in the name of the D village for the receipt of subsidies in the Bosung Livestock Cooperative located in Bosung-gun, Bosung-gun; and (b) exercised the said forged D village association’s rules as if they were a document duly formed, as referred to in paragraph (2).

3. The first projects for the Agricultural Road Packaging Corporation, 2007 (the first half of 2008 implementation);

A. On June 2008, the Defendant forged private documents received subsidies from the Bosung-gun Office for the purpose of receiving subsidies from the D Village Center located in the Dasung-gun E, Jeon Sung-nam.
