Criminal facts

The defendant is the D's spouse who is the owner of the Guro-gu Seoul Metropolitan Government C building and is a fire safety manager of the building and a related person under the Fire Services Act as a building manager

C Building is a specific fire-fighting object for the use of the 4th floor above ground, the 1st floor below ground, and the 2,332 square meters adjacent to the 2,000 square meters above ground.

Where fire-fighting systems, etc. fail to be installed, maintained, or managed in accordance with the national fire standards publicly announced by the Ministry of Administrative Safety, a related person of a specific fire-fighting object shall implement necessary measures if the head of a fire station orders necessary measures.

Nevertheless, even though the Defendant received an order to take corrective measures related to the maintenance of the fire-fighting systems for the C Building building that the head of the Gu fire-fighting department ordered, the Defendant failed to comply with the order to take corrective measures within the deadline for 12 cases related to the maintenance of the fire-fighting system until August 9, 2017

Accordingly, the defendant violated the fire-fighting system corrective order of the head of the fire station in the Gu without any justifiable reason.
