1. No person who violates the Automobile Management Act shall detached the registration number plate and seal without obtaining permission from the competent administrative agency;

Nevertheless, on May 2018, the Defendant removed the front number plate in front of the passenger car volume owned by the father of the Defendant at a non-permanent location on May 2018 without permission of the competent authority.

2. On May 2018, the Defendant: (a) was kept in custody of the number plate removed as described in paragraph 1 in the name of D, while managing and keeping the number plate in the name of D, and (b) illegally used the registration number plate, which was attached to the rocketing and other vehicles without the front number plate by attaching it to the foregoing rocketing and other vehicles without the front number plate.
