Around October 30, 2009, the aforementioned E University Industry-Academic Cooperation Foundation, Defendant A, and H Co., Ltd. entered into an agreement with the Korea Institute for Advancement of Technology, a quasi-governmental institution affiliated with the Ministry of Knowledge and Economy for knowledge and economy innovation projects. The name of the technology development task is the “establishment of a web & reproduction service system of the reduction contents (general tasks)” and the details of the task are “development of the reduction contents engine (detailed tasks)” (detailed tasks) and “development of service technology (detailed tasks)” (detailed tasks).

The above task is for three years ( October 1, 2009 to September 30, 2012), and the government contribution of KRW 680,000,000,000,000 per year was to be invested and implemented. However, in the evaluation conducted after the completion of the second-year task, the performance of the second-year task was suspended due to the lack of the standard performance of the second-year task, and until then, the government contribution of KRW 1.36,00,000 has been executed.
