1. All of the plaintiff's claims are dismissed.

1. Details of the disposition;

A. On October 16, 1996, the Plaintiff purchased B, 2,314 square meters (hereinafter “land before subdivision”) and completed the registration of ownership transfer in the Plaintiff’s name on the 22th of the same month on the same day. The land before subdivision was divided into C, 608 square meters prior to C, D, 1,656 square meters prior to D, and 50 square meters prior to E on September 13, 2007, and the said C, 608 square meters prior to C was subdivided into 181 square meters prior to F and 427 square meters prior to G on May 14, 2008.

On July 23, 2003, the Governor of Gangwon-do decided to revise the second Chuncheon Urban Planning (Fiscal Expenses) by the Gangwon-do Public Notice No. 2003-159 on July 23, 2003 following the full cancellation of development restriction zones. The defendant issued a notice of the decision on the Chuncheon Urban Planning (Modification) and the approval of topographic drawings as of December 26, 2003, the public notice of the approval of the Chuncheon Urban Planning (No. 2003-163 as of December 26, 2003, with respect to the new construction of the Chuncheon Urban Planning (No. 10 lines as of November 30, 2007), the public notice of the approval of the implementation plan for the project of the Chuncheon Urban Planning Facilities (No. 110 lines as of November 30, 2007) as of August 8, 2008.
