A defendant shall be punished by imprisonment with prison labor for not more than ten months.

However, the execution of the above punishment shall be suspended for three years from the date this judgment becomes final and conclusive.

Punishment of the crime

The defendant is a person who is in office as the head of the management team at the Yangcheon-gu Seoul Metropolitan Government building B or D Co., Ltd.

On October 2018, the Defendant participated in the “F” electronic bidding ordered by E as the head of the above company management team, and then requested the submission of detailed examination data, such as the actual condition of transportation equipment holding, by E, after the said company was selected as one subject of the first examination. Although D corporation did not have transportation equipment meeting the above detailed examination requirements, the Defendant was willing to forge or modify the certified copy, abstract, etc. of the register of automobile as if D corporation normally possesses several vehicles, which are transportation equipment, to be selected as a successful bidder in the said bidding, and submitted them.

1. On October 29, 2018, the Defendant forged public document forgery and alteration of public document in the office of the said D Co., Ltd., with the paper of “G” written in the column for the registration number of the certified copy or abridged copy of the original register of another vehicle, which was recorded in the computer and printed out in the column for the registration number of the motor vehicle register of another motor vehicle. The Defendant forged the certified copy or abridged copy of the motor vehicle register in the name of the head of Yangcheon-gu Office and forged eight copies of the certified copy or abridged copy of the motor vehicle registration certificate and the certified copy or abridged copy of the motor vehicle registration certificate, respectively, and forged two copies of the certified copy or abridged copy of the motor vehicle register in the column for the last owner’s column and the place of use as if D Co., Ltd. normally owns the common motor vehicle.

Accordingly, for the purpose of exercising, the defendant has forged and altered a copy or abstract of the motor vehicle register and a motor vehicle registration certificate in the name of the head of Yangcheon-gu.

2. The Defendant’s uttering of forged or altered official document is as described in Paragraph 1 of the above Article at a non-permanent place on October 30, 2018.
