1. No person other than a person handling narcotics who is a defendant A shall import or administer psychotropic drugs;

Despite the fact that the Defendant is not a person handling narcotics, the Defendant imported and administered Yba containing psychotropic drugs, as follows:

I A) The Defendant, in collusion with H and I in Thailand, intended to import baths in collusion with H and I. Accordingly, H and I concealed 400 signs in Thailand inside Thailand and sent it to the port of Incheon State air (KE) on May 11, 2016, and caused the Defendant to arrive at the port of Incheon State supply by means of international registered mail, and the Defendant received the said 400 items delivered at the “K” food store located in the 10:09 of the same month. The Defendant imported psychotropic drugs in collusion with the above H, etc. The Defendant received the said 400 items from the Defendant B and C at the request of Thailand.

Accordingly, the above H and I concealed 400 obbbbs in Thailand, and sent them to the canned box, and, around 06:04 on June 22, 2016, sent them to the Incheon National Open Port on L, and the Defendant received 400 obs in collusion with the Defendant B and C on May 14, 201, and received the said obs as soon as possible, delivered at the “K” shop on June 22, 2016. The Defendant received obs in collusion with the Defendant B and C on June 28, 2016. (b) The Defendant imported psychotropic drugs in collusion with the Defendant B and C on May 14, 2016. 2 Around 07:10 on May 18, 2016, the Defendant administered an O apartment 104, 803, and the Defendant C’s residence in the Mabbba-gun, Chungcheongbuk-do, in the above manner.

2. To administer and import psychotropic drugs other than Defendant B, a person handling narcotics.
