On November 6, 2019, at around 09:00, the Defendant interfered with traffic by making 3 vehicles mobile obstacles (the height is 47 cm, diameter 17 cm) installed at intervals of about 1.3 meters on the part of the general public, on the road between the Geum-gu B house Cdong and Ddong, which is a public road.
