Reasons
Punishment of the crime
The defendant is a person working as the head of Busan Jin-gu C Apartment Management Office, and D is a person elected as the chairperson of the council of occupants' representatives of the above apartment around April 9, 2012.
After D was elected as the chairperson, there was a conflict between residents as a matter of distribution of compensation received in connection with nearby apartment construction, and around June 1, 2012, the temporary emergency countermeasure committee filed a lawsuit against D, the chairperson of the council of occupants' representatives, to suspend the performance of duties and to appoint an acting director, filed a lawsuit against D, who is the chairperson of the council of occupants' representatives, and the defendant had the same intent as those of the emergency countermeasure committee.
1. On May 21, 2012, the Defendant, who is a private user or a private user, prepared ten copies of the public notice at the office of the above apartment management office of the apartment complex, and written ten copies of the public notice, “temporary neighborhood meeting opening notice,” and affixed the seal of “C apartment representative chairperson” who was held in advance without obtaining the above D’s permission, on the side of the “E-Chairperson of the Temporary Emergency Countermeasure Committee” indicated at the lower end, and then posted it on each of the above apartment units at 10 military units, such as bulletin boards, elevators, etc. around that time.

Accordingly, the defendant used the seals of others in order to exercise them unlawfully, and used the seals of others unlawfully used.
2. On June 20, 2012, the Defendant: (a) at the office of the above apartment management office of the apartment complex; (b) prepared a written public notice stating “C apartment resident public hearing” using computers; (c) printed out 10 copies of the document at the bottom of the document; and (d) affixed the seal affixed by the “C apartment representative council”, which had been previously held in front of the document; and (c) affixed the seal affixed thereon.
