A defendant shall be punished by imprisonment for six months.

However, the execution of the above punishment shall be suspended for two years from the date this judgment becomes final and conclusive.

1. 피고인은 2013. 12. 12. 23:45경 서울 서대문구 C에 있는 D지구대에 들어와 근무 중인 경위 E, 경사 F과 경사 G에게 민원처리를 잘못을 했다는 이유로 “개새끼야, 민원접대가 왜 이 모양이냐, 씨팔놈아 왜 그렇게 밖에 못하느냐, 개쌔끼야, 사건처리를 개좆같이 하냐, 씹할 개새끼야! 짭새 새끼들아, 개좆같은 놈, 너희들은 권위 의식에 빠진 개쌔끼야.”라고 말하며 욕을 하여 경사 F이 지구대 밖으로 내보내자, 지구대 밖에서 피고인 일행인 남자와 고등학생 아들 및 약 10여명의 행인이 지켜보는 가운데 경위 E과 경사 F에게 “씨팔놈의 새끼야, 개새끼야, 이 짭새 새끼들아.”라고 욕설을 하는 등, 약 35분간 F을 공연히 모욕하였다.
