Reasons
Punishment of the crime
On May 30, 2013, the Defendant was sentenced to six months of imprisonment due to occupational embezzlement, etc. at the Daejeon District Court on May 30, 2013, and the said judgment became final and conclusive on August 13, 2013.
The defendant is a person of distinguished service to the State (Grade VII).
On January 21, 2013, at around 17:43, the Defendant demanded KRW 20,000 to the injured party B, who was in the Gwangju District, in order to go to Seoul in front of the waiting rooms in the Gwangju Northern District located in 235, the Defendant: (a) stated that “self-reliance is a person who has rendered distinguished services to the State, and may purchase boarding passes at a half price.”
Afterwards, the Defendant purchased 50% at a discount of 18,400 won for the 20,000 won for the victim's 20,000 won in the ticket counter of Gwangju Station, using his certificate of merit (C) for the 614 KTX train Gwangju-Umsan Station (ordinary freight of 36,800 won) for the 614,00 won for the 18,400 won for the 16,000 won for the 16,000 won for the 16,000 won for the 16,000 won for the mar
Despite the knowledge that the train tickets purchased using the certificate of a person who has rendered distinguished services to the State cannot be used by any other person than the person who possessed the certificate of a person who has rendered distinguished services to the State, the Defendant acquired the total amount of 912,00 won and 40,300 won from the government budget by way of sending back to the victims who are not aware of such fact after purchasing the tickets using the certificate of a person who has rendered distinguished services to the State 33 times in total, as shown in the list of crimes, including the above criminal facts.
