Business Approval and Public Notice - Business Name - Urban planning facility project name (M green belt creation - Project implementer: The project implementer stated in the written adjudication on expropriation of the defendant in the Seoul Special Metropolitan City, but the project implementer refers to a public organization, such as the State or local government, which is the subject of rights and obligations to acquire ownership, etc. of land through adjudication and to compensate landowners or persons concerned for losses incurred thereby (see, e.g., Supreme Court Decisions 91Nu774, Feb. 11, 1992; 92Nu15772, May 25, 1993); and the project implementer shall be deemed to be the “Seoul Special Metropolitan City” which is not the head of the Seoul Special Metropolitan City, which is a mere administrative agency
