Criminal facts
On January 12, 2015, Defendant A operated an illegal game room with no trade name on the first floor of the building located in Daejeon Pungdong-gu, Daejeon, and displayed and stored 50 physical posters game machines which were not classified by the Game Management Committee for the use of unspecified customers.
Defendant A is the owner of a game room with no trade name on the first floor F of the Daejeon Pungdong-gu, Daejeon, and Defendant B was in charge of money exchange and the management of the game room such as the heart of customers.
The Defendants conspired, from February 6, 2015 to February 22, 2015, and from April 1, 2015 to April 9, 2015, the Defendants established 50 game apparatuses for physical posters, which were not classified by the Game Management Committee, in the said game site, provided 50 players for use by the unspecified number of customers, and exchanged the scores obtained as a result of the game to customers in cash with the amount excluding 10% of commission fees.
As a result, the Defendants conspired to offer the unclassified game products to many unspecified customers, and exchanged the tangible and intangible results obtained through the use of the game products, etc., thereby engaging in speculative activities using speculative gaming machines.

From the date of March, 13, in a game room with no trade name on the first floor of the Daejeon Pungdong-gu Daejeon Building, 30 games, a “sea-based electronic gaming machine”, which was not classified by the Game Management Committee, were installed and provided for the use of many and unspecified customers, and customers exchanged points obtained through the game in cash.
As a result, Defendant A provides unclassified game products to many unspecified customers and exchange tangible and intangible results obtained through the use of game products.
