1. All of the plaintiffs' claims are dismissed.

2. The costs of the lawsuit include the part resulting from the supplementary participation.

Details of the disposition

On June 23, 1993, the Seoul Special Metropolitan City Mayor of the project implementation authorization and the transfer of project execution right (hereinafter referred to as "stock company" is omitted when indicating the company name) changed the Seoul Jongno-gu Seoul Metropolitan Government non-Party 7,055 square meters into 7,052 square meters (7,052.4 square meters through the change of project implementation after the completion of the project; hereinafter referred to as "project implementation district of this case") into the project implementation district and newly constructs the business facilities, etc. of 18 stories above ground and 7 stories below underground (hereinafter referred to as "project implementation district of this case") under Article 12 of the former Urban Redevelopment Act (wholly amended by Act No. 5116 of Dec. 29, 195). The implementation of the project is authorized pursuant to Article 12 of the former Urban Redevelopment Act (the execution period from June 23, 1993 to December 22, 196; hereinafter referred to as the "former project implementation plan") and publicly notified the approval plan of the Seoul Special Metropolitan City.

H selected L as a contractor and promoted and commenced the instant project. Since then, L could not implement the instant project due to the nonperformance of L, etc., H transferred the instant project implementation right and all of the rights to the instant project to M on February 21, 200.

On May 7, 2001, pursuant to Article 22 of the former Urban Redevelopment Act (amended by Act No. 6852 of Dec. 30, 2002; hereinafter “former Urban Redevelopment Act”), the Defendant approved the alteration of the implementation of the project from June 23, 1993 to December 22, 2003.

(N) On August 12, 2002, M including the progress of the business, discontinuance of construction, bankruptcy, etc. of M entered into a development project agreement with three companies, including O, and accordingly, entered into a construction contract with O, a contractor, and entered into an apartment and officetel sales contract with more than 20 buyers.
