Defendant shall be punished by imprisonment for one year and a fine of twenty thousand won.

Punishment of the crime

1. On March 10, 1979, the Defendant was appointed as the Seoul Special Metropolitan City Local Civil Engineer, and served as the Seoul Metropolitan City Planning2 of the Seoul Metropolitan City Urban Improvement Bureau and the commercial sewage station water supply department, etc., and served as the local civil engineering officer (Grade V) on September 27, 1994. On February 4, 2008, the Defendant was promoted to the Seoul Metropolitan City Urban Planning Department, the facility plan, etc., and was promoted to the local civil engineering technology officer (Grade IV) on March 31, 201, and was serving as the Seoul Special Metropolitan City Balanced Development Headquarters, the Defendant retired from office as the officer in charge of the new civil engineering technology until March 31, 201, and was serving as the managing director of the Seoul Special Metropolitan

The Defendant, as a public official of Grade IV in Seoul Special Metropolitan City, was in charge of duties related to the construction sector of Seoul Special Metropolitan City, such as urban planning and new town construction. On June 2009, the Defendant was appointed as a design evaluation committee at around 05:00 on October 23, 2009 under applicable Acts and subordinate statutes, such as the Construction Technology Management Act, Enforcement Decree of the same Act, Ordinance of the Construction Technology Deliberation Committee, etc., and Ordinance of the Seoul Special Metropolitan City, as a design evaluation committee member at around 17:00 on the same day, the Defendant was appointed as a design evaluation committee member at around 17:00 on the basis of design evaluation report prepared by the contracting authority as a public official by the contracting authority, the question of the technology committee, the answers of tendering companies, the tender participants and related documents submitted by the tender enterprises, the design deliberation, construction feasibility, minor planning, maintenance and management, economic feasibility, environmental feasibility, etc., and the design evaluation committee is without merit by submitting a design evaluation report and design defect.
