Reasons
Punishment of the crime
The defendant is a Vietnam who was married with her husband in 2005 and is staying in the Republic of Korea as a national spouse (F-6).
1. On January 2019, the Defendant: (a) requested, in return for the payment of KRW 1 million to “B”, a broker broker for forging the Vietnam driver’s license at a place where it is unknown; (b) a part of the required documents required for issuing the Korean driver’s license; and (c) the Defendant forged a copy of the Vietnam driver’s license in an unsound manner.
Accordingly, the defendant, in collusion with B, forged a copy of Vietnam's driver's license in the name of the Vietnamese Transport Bureau, which is a private document of fact certification, for the purpose of uttering.
2. On January 25, 2019, the Defendant: (a) received a copy of the budget driver’s license test in the public service center at the office of the public service center of the budget driver’s license in 500, which was forged, as described in paragraph (1) above; and (b) submitted as if the employee in charge of issuing a foreign driver’s license under his/her name and influence was a document duly formed.
Accordingly, the Defendant, in collusion with B, exercised one copy of Vietnam's driver's license in the name of the Vietnamese Transport Bureau, which is a private document about a forged certificate of fact.
3. The Defendant of the obstruction of performance of official duties by fraudulent means, at the same time, at a place as in paragraph (2) above, presented a forged driver’s license and necessary documents, such as an application for the exchange of a driver’s license, as in paragraph (1) above, and was issued a Korean driver’s license (license number: C) issued in the name of the commissioner of the Chungcheong Police Agency by causing mistake, mistake, and site of the person in charge of issuing the foreign driver’s license who knows the forgery.
Accordingly, the defendant in collusion with B is a deceptive scheme.
