Defendant shall be punished by a fine of four million won.

If the defendant does not pay the above fine, KRW 100,000.

Punishment of the crime

On April 14, 2011, the Defendant entered the Republic of Korea as a non-professional employment visa (E-9-1) and stays there.

1. The Defendant forged a private document, and the uttering of a private document, expressed a letter to the effect that “B may create a Vietnamese driver’s license and exchange it with Korean driver’s license,” which he posted on Pest North Korea, and tried to request B to forge a Vietnamese driver’s license that will exchange with Korean driver’s license.

On June 2018, the Defendant: (a) requested the Defendant to pay KRW 80,00 to B at the dormitory of the company located in Seo-gu, Seo-gu, Seo-gu; and (b) requested the Defendant to produce the Vietnamese Driver’s License; (c) taken photographs of the Defendant’s foreigner registration certificate, passport, past proven photographs; (d) delivered the documents so transmitted to D, a broker for forging the Vietnamese Driver’s License; and (e) D forged the Defendant’s driver’s license under the name of the office in charge of transportation, by making the Defendant’s personal information and past proven pictures printed on the Vietnamese Driver’s License at the temporary influence.

On July 5, 2019, the Defendant continued to submit to the public official in charge of the issuance of a foreign driver's license, who is aware of forgery, an application form for the driver's license test and an application form for the driver's license test of a motor vehicle in addition to the above-mentioned public official in charge of the issuance of a foreign driver's license, as the above-mentioned public official was duly formed.

Accordingly, the Defendant, in collusion with B, forged a driver's license in the name of the Vietnam Transport Bureau against the Defendant, which is a private document related to the certification of facts, and exercised it.

2. On July 5, 2019, the Defendant of the obstruction of performance of official duties by fraudulent means was forged in the budget driver’s license test site in 500, 500, the national residence, and the employee in charge of issuing a foreign driver’s license under his/her name that he/she may know of the circumstances.
