Nevertheless, the Defendants did not make the above registration, and around January 2013, Defendant A opened a job placement office under the trade name of “G” in the F building 503 located in the Dong-gu Busan Metropolitan City, and by inserting job offering and job seeking advertisements, consulted job seekers who reported and contacted the advertisement, Defendant B conspired to conduct fee-charging job placement services by taking charge of job offerers' introduction to job offerers or direct job offerers' introduction to job offerers and receiving introduction fees from job offerers.

around March 16, 2014, the Defendants introduced two job seekers on the name-free seafarers who were found in the above office to H, and received KRW 1,800,000 from Defendant B to the Busan Bank Account (J) in the name of Defendant B’s mother on March 17, 2014.

In addition, the Defendants conspired with the Defendants on two occasions from March 16, 2014 to April 3, 2014, as indicated in the [Attachment Table No. 93,94], and Defendant B conspired with A to introduce and introduce workers on 92 occasions from January 3, 2013 to February 26, 2014.
