Defendant shall be punished by a fine of KRW 2,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

The defendant, as the director of the construction department of the LAB, worked as the head of the construction department, from June 10, 2014 to June 10, 2014, as the new construction works of D main complex (in the underground first floor and the ground nine floors) located in Busan metropolitan Daegu C (the scheduled completion of the construction works around July 2015) and as the head of the field office.

1. On September 4, 2014, the Defendant, on September 10, 2014, installed pumps, which are the vehicles dedicated to ready-mixed, on the back side of the first line of the construction site, for the purpose of concrete removal work from around 10:00 to 15:00, thereby hindering road traffic.

2. On September 16, 2014, the Defendant: (a) installed pumps, which are ready-mixed vehicles, on the back side side of the first line of the construction site before the said construction site, for the purpose of concrete removal work from around 10:00 to 15:00; and (b) obstructed road traffic.

3. In order to transport construction materials from around 10:00 to 15:00 on September 17, 2014, the Defendant, who committed the crime, installed a cateral vehicle on the back of the first line in front of the construction site, thereby hindering road traffic.

4. In order to transport construction materials from around 13:00 to 16:30, Sept. 22, 2014, the Defendant: (a) placed a cateral vehicle on the back of the first line in front of the construction site; and (b) interfered with road traffic.

5. On September 25, 2014, the Defendant committed the crime, from around 10:00 to around 18:45 on September 25, 2014, installed pumps, which are ready-mixed vehicles, on the back side of the first line of the construction site before the said construction site, to interfere with road traffic.

6. On September 27, 2014, the Defendant: (a) placed a cateral vehicle on the front side of the construction site in order to transport construction materials from around 10:00 to 16:00 on September 27, 2014; and (b) interfere with road traffic.
