On January 9, 2009, pursuant to Articles 17 and 17 of the Act on Promotion of Installation of Waste Disposal Facilities and Assistance, etc. to their Environs (hereinafter “Waste Facilities Promotion Act”), the Defendant: (a) determined and announced “the area adjacent to waste disposal facilities (M publicly notified at the Cheongju City”); (b) installed one incineration facility (hereinafter “instant incineration facility 1”); and (c) additionally installed two signs (hereinafter “instant incineration facility 2 signs”); and (d) decided to install two signs (hereinafter “instant incineration facility 2”) as follows on August 18, 2014, the Defendant determined and announced “the area adjacent to waste disposal facilities (N publicly notified at Cheongju City”).
