A tried to operate a subsidized project in relation to the "Support Project for Storage and Construction Facilities of Forest Products in 2008" implemented by the victim Thai-gun, but there was no intention to bear KRW 33.6 million out of the total project cost of KRW 84 million (subsidies KRW 33.6 million, loans KRW 16.8 million, KRW 33.6 million, KRW 3.6 million).

As a result, the Defendants conspired to acquire subsidies by preparing a false passbook deposit certificate and tax invoice as if they were paid in full the above 33.6 million won even though Defendant A actually paid the money to Defendant B, which was the 10 million won of the money to be paid.

On August 11, 2008, Defendant B withdrawn KRW 23,600,000 and KRW 17,092,400 from each of the passbooks in his own name from the revenue stamp No.C. on the 12th day of the same month as of August 11, 2008, and made two copies of the false passbook No.S. deposit in the way of depositing Defendant A as the remitter of the above money to Defendant B, as if Defendant A remitted the above money to Defendant B.

Then, Defendant A submitted two copies of the above passbook receipt, false tax invoices, deposit slips, etc. to a public official in charge of Taean-gun on August 25, 2008, and submitted them to the competent public official of Taean-gun on the same day as subsidies around August 25, 2008 (i.e., victims of KRW 16.8 million in Korea) and received money from the public official in charge (i.e., KRW 8., KRW 8,400,000 in KRW 8,400,000 in KRW 16.8 million in South Korea) and received money from the public official in charge, and at the same time, received money of KRW 16.8 million in the above amount by
