The defendant is the 212 representative representative of the C apartment apartment council, and the victim D, as the representative chairperson of the above representative council, had a dispute concerning the authority to act on behalf of the chairperson of the above representative council, and the defendant had expressed his official seal so that the victim may not perform his duties on behalf

The defendant on November 29, 2013, at the above apartment management office located in Gwangju Mine-gu E, the victim vicariously performs the duties of the council of occupants' representatives.

On November 12, 2013, inasmuch as dismissal by a dismissal vote was made on November 12, 2013, it was impossible to post a written notice of the name of the president of the council of occupants' representatives until the victim is dismissed, thereby hindering the operation of the council of occupants' representatives by force, such as by which the director of the management office who keeps the said official seal cannot use the said official seal even though he/she was unable to use it, and by finding "a change of official seal", the accounting officer referred to as "a change of official seal" to the defendant's official seal, and thus, he/she did not return it.
