The defendant is innocent.

1. Summary of the facts charged

A. On October 11, 1999, around 07:44, at the 268.8 kilometers of the project site located in the Republic of Korea (hereinafter referred to as the “Korea Highway”) at a point of 268.8 kilometers, the Defendant’s employee violated the restrictions on the operation of vehicles of the road management office by loading and operating B truck on the 4 axis in excess of 10 tons of the restricted axis;
