Defendant
A shall be punished by a fine for negligence of KRW 2,000,000, and by a fine of KRW 1,000,000.
The Defendants respectively.
Reasons

In accordance with Article 7(4) and (5) of the Railroad Construction Act, the master plan for construction of the Honam High-speed Railroad publicly notified by the Ministry of Land, Transport and Maritime Affairs under Article 2012-462 ( August 3, 2012), as reference materials submitted by Defendant A on September 9, 2016, shall be publicly notified as follows:

The contents of the construction project: The extension of the original term: 249.1km section of the Hawsan-Maju-Manpo-Mapo-Mapo-Mapo-Mapo-Mapo-Mapo-Mana shall be conducted by reviewing and implementing the construction of existing Hoju-Mari-U International Airport-Mapo-Mapo-Mapo-Mapo-Mapo-Until the new route is opened throughout the new route, and the existing new line of the basic plan shall be used first, and the new line of the basic plan shall be extended by the Nowon-gu, construction (7 stations), track, electricity, signal, communication, vehicle base (1) and other auxiliary facilities until the new line of the plan is opened through consultation with the related agencies, the existing line of the construction and operation of the existing line of the road, the existing line of the new plan shall be 1k or more; and
5. Construction cost originally changed: Change of KRW 8.728.3 billion (50%) : KRW 8.322 billion (50%) * 50 per cent of the national treasury) excluding the project cost for the high-end cut-ball and the route after determination.
