1. 공무집행방해 및 상해 피고인은 2019. 12. 15. 00:14경 화성시 B에 있는 화성서부경찰서 C지구대에서, 특수협박 사건으로 현행범인 체포되어 그곳 피의자 대기석에 앉아 있던 중 “왜 죄 없는 사람을 잡아 오냐, 대한민국 경찰 씨팔 새끼들, 다 죽여 버릴꺼다, 배떼지에 칼을 다 꼽아 넣을꺼다.”라고 욕설을 하고 협박을 하여 피해자인 위 지구대 소속 경찰공무원인 D(49세) 경위가 피고인에게 조용히 하라고 말하자 갑자기 오른발로 위 D의 하복부를 1회 걷어차고, 계속하여 같은 날 01:03경 화장실에 다녀온 뒤 수갑을 차기 싫다고 말하면서 “씨발 새끼들 내일 나오면 다 죽을 줄 알아, 혼자 퇴근하지 말아라, 난 빈말하지 않는다.”라고 보복범죄를 암시하며 난동을 부려 경찰장구인 수갑을 사용하여 양손을 의자에 채워 놓으려 하자 오른발로 같은 경찰공무원인 E(30세) 순경의 입술 부위를 1회 걷어차고, 오른발로 같은 경찰공무원인 F(여, 27세) 경사의 우측 안면 부위를 1회 걷어찼다.
