Reasons

1. Facts of recognition;

A. 1) On July 24, 2009, the Public Procurement Service, as an affiliated organization of the Defendant, set the estimated construction amount of KRW 17,797,80,000, and the period of construction as 1,080 from the commencement date of the construction as 17,797,80,000 as to the “B Corporation” (hereinafter “the instant construction”) as 1,080, and publicly announced a bid. 2) The Plaintiff was to participate in the said bidding with C Co., Ltd. (hereinafter “C”), as between the Plaintiff and C Co., Ltd. (hereinafter “C”), and D Co., Ltd, as between D Co., Ltd.
