Defendant shall be punished by a fine of KRW 500,000.

Where the defendant fails to pay the above fine, one hundred thousand won shall be one day.

Punishment of the crime

On May 6, 2008, a civil society organization with 1,500 U.S. beef co-operation, etc. organized a "National Countermeasure Council (hereinafter referred to as the "Measures Council") against the full import of U.S. beef products in U.S. for the purpose of organizing a strike against the full import of U.S. beef, claiming that "the phased import expansion agreement of U.S. beef entered into with the Government of the Republic of Korea on April 18, 2008 is about to be a stroke negotiation, as well as to bring about harm to the people's health."

Since May 2, 2008, the countermeasures conference led to the ‘candlelightlightlight assembly against the import of American beef' held in Seoul Cheong River, etc. from May 6, 2008, which was held by the Seoul Cheong River square, etc., and opened a candlelight assembly, which is an outdoor assembly at night, from May 6, 2008. From May 24, 2008, the countermeasures conference tried to move into the Cheong River with three-dimensionals, including the candlelight plelight assembly every day after the day from May 24, 2008.

On the other hand, the government announced the results of the additional negotiations on the expansion of import of U.S. beef on June 21, 2008, but the countermeasures conference continued to hold a candlelight demonstration by asserting the complete renegotiation rather than the additional negotiations.

On July 19, 2008, from around 19:30 to 20:00, the National Countermeasures Conference held a candlelight meeting at night while more than 50 persons attend the Cheong River square from around 19:30 to 20:00.

On July 19, 2008, a total of 1,800 participants continued to conduct a demonstration with a prior lane from July 20, 2008 to July 207:50, 2008.

On July 20, 2008, the Defendant participated in the above candlelight assembly from around 18:30, to around 20:25 of the same day, and occupied the lanes on the road along with the participants of the demonstration, and conducted demonstration on the road, such as the audience square, street, and luminous bridge, thereby making it impossible to pass the vehicle on the road.

Accordingly, the defendant conspireds with the participants in the demonstration.
