The defendant shall be innocent.

1. On September 22, 2008, the Defendant: (a) prepared a ship lease agreement with the shipowner D on September 2, 2008 with the Busan Loading Port Co., Ltd (port transit, 4.08t); and (b) submitted to the Busan Regional Port Authority a false application for a license renewal certificate of a ship officer to a public official in charge of marine officers’ license to obtain a license for a small-sized ship, which was issued with the Busan Regional Port Authority’s license by submitting a false application for a license renewal certificate to a public official in charge of marine officers’ license for a small-sized ship, which was issued to a public official in charge of marine officers, for reasons such as failure of ship engines, deterioration of ship age, suspension of navigation, etc. after receipt of a report on mooring to the Busan Seo-dong Port Authority; and (c) submitted a false application for a license renewal certificate to a public official in charge of marine officers’ license for a small-sized ship, which was issued to the Busan Regional Port Authority’s public official in charge of performing his/her duties on August 13:00.

2. Grounds;

A. In order to renew the license for the operator of a small-type ship, the license for the operator of the small-type ship must have worked on board for at least one year within the last five years, and as evidence supporting that the Defendant did not have any such boarding, each of the receipt of the reports on mooring (the vessel operation is impossible during the reported period, because the certificate of the vessel inspection is attached to the mooring report) was stated on August 11, 2008 to August 10 (1), April 7, 2011 to April 6 (2), 2012).
