The defendant shall be innocent.

Reasons

1. On September 22, 2008, the Defendant: (a) prepared a ship lease agreement with the shipowner D on September 2, 2008 with the Busan Loading Port Co., Ltd (port transit, 4.08t); and (b) submitted to the Busan Regional Port Authority a false application for a license renewal certificate of a ship officer to a public official in charge of marine officers’ license to obtain a license for a small-sized ship, which was issued with the Busan Regional Port Authority’s license by submitting a false application for a license renewal certificate to a public official in charge of marine officers’ license for a small-sized ship, which was issued to a public official in charge of marine officers, for reasons such as failure of ship engines, deterioration of ship age, suspension of navigation, etc. after receipt of a report on mooring to the Busan Seo-dong Port Authority; and (c) submitted a false application for a license renewal certificate to a public official in charge of marine officers’ license for a small-sized ship, which was issued to the Busan Regional Port Authority’s public official in charge of performing his/her duties on August 13:00.

2. Grounds;

A.
