피고인은 2015. 6. 6.경 인천 남동구 독곡로 48번길(서창동, 서해그랑블 아파트)에서 112신고를 받고 출동한 인천남동경찰서 B파출소 소속 경찰관인 피해자 C에게 "너 몇 살인데 반말이야 어린 새끼가"라고 욕설하고, 같은 파출소 소속 경찰관인 피해자 D에게 "씨발 야 이 씹새끼야 자유민주국가에서 왜 꼼짝도 못하게 하냐, 이 좃같은 새끼야, 이 씨발놈아 병신 새끼들, 좃 같은 새끼들 씨발!"이라고 욕설하고, 피해자 C, D, E, F, G, H을 향해 "야 이거 개새끼들이네, 병신 같은 동네 양아치들 이네, 법도 모르는 새끼들이, 좃 같은 새끼들 니미 경찰이 대통령이냐 개새끼야, 이거지 같은 새끼들아, 나도 국민이고 세금내. 너네 내가 세금 낸 돈으로 먹고사는 개새끼들아 이 거지같은 새끼들아!"라고 욕설하여 위 아파트 주민들이 지켜보는 가운데 공연히 피해자들을 모욕하였다.
