A. The Plaintiff is a stock company established for the purpose of manufacturing and selling agricultural industry machinery, and the Defendant is a quasi-governmental institution established for the purpose of increasing agricultural productivity and promoting the economic and social development of rural communities by performing rural development projects and farmland banking projects, comprehensively managing agricultural infrastructure, and facilitating the scale purification of farmers’ farming scale pursuant to the Korea Rural Community Corporation and Farmland Fund Management Act (hereinafter “Agricultural and Fishing Villages Corporation Act”).

B. On May 29, 2017, Defendant B published a notice of D purchase on the National Integrated Procurement System (BL) of the Public Procurement Service, and on June 7, 2017, Defendant B publicly announced the purchase of goods (revision) with the following content as Defendant B’s notice.
