1. All of the plaintiff's claims are dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Basic facts
A. The Defendant, as a key telecommunications business operator providing telecommunications services, operates a “T-GE” system that enables customers to subscribe to the Defendant’s mobile communications services online from the Internet.
B. On the Internet on April 27, 2015, the Defendant’s “T-GET” system under the Defendant’s name was sent two applications for the Defendant’s subscription to mobile communications services. Accordingly, at that time, two individual mobile call contracts (line B and C) entered into with the Plaintiff, respectively.

At the time, the plaintiff's name and resident registration number were stated in each application for admission and purchase transmitted under the name of the plaintiff, and the plaintiff's bank card was designated by automatic transfer of communications fees.
As above, at the time of transmission of each subscription and purchase application in the Plaintiff’s name, the following identification procedures were conducted on the online.
1) The Plaintiff’s name and resident registration number entered in the application for subscription were confirmed through a credit rating agency to coincide with the Plaintiff’s actual personal information. (ii) The Plaintiff’s card information designated by automatic transfer of telecommunications charges was confirmed to coincide with the actual card information as a result of the examination of the validity of the Financial Settlement Agency.
3) The procedure for identification was conducted by credit card certification, and it was confirmed that all the Plaintiff’s name, resident registration number, credit card number (Korean card), validity period, and passwords entered at the time correspond to the actual credit card information. Meanwhile, when the two pages of the passwords entered in the above card certification procedure were erroneous on three occasions, the relevant credit card can no longer be certified. Meanwhile, the Defendant provides the service for preventing the theft of name (M-Safer) managed by the Korea Information and Communications Promotion Association, and this is another mobile phone of the subscriber when there is a new communication line for subscription.
