Punishment of the crime

The Defendant is a member of the organization affiliated with the Federation of the Korean Democratic Workers' Unions (hereinafter referred to as the "Korean Workers' Union"), who was dismissed from being a public official in 2004, who was a member of the organization for recovery of victims of the Korean Public Officials' Union.

1. On March 31, 2015, the Labor-Management Council on Violation of the Act on Assembly and Demonstration decided to establish a Special Committee on the Structural Improvement of the Labor Market (hereinafter “Special Committee”) around August 19, 2014 (hereinafter “Special Committee”) and started discussions on the structural improvement of the labor market by establishing a special committee consisting of members of the labor-management council, public interest experts, etc. from September 19, 2014, and decided to compromise the labor market on the structural improvement by March 31, 2015.

On March 23, 2015, the General Assembly of Labor and Management decided to hold a meeting and a night culture system in front of the government office buildings in Seoul where a special council meeting is held for the purpose of opposing the elderly, and on March 23, 2015, the assembly was reported at a meeting consisting of “the name of the meeting: the name of the assembly: the suspension of the structural change of the labor market structure, the resolution of the General Assembly for Democratic Labor Union, the deafity, the date and time of holding: March 30 to April 23: the place of holding: the delivery of the Government office building in front of the sentiments of the government office: the purpose of holding: the same as the name of the above assembly.”

Accordingly, from March 31, 2015 to March 14:10, 2015, 400 members of the labor-management union consisting of 13 flicket and 300 flicket, which contain the contents of office finance, metal labor union, health and medical labor union, public transportation labor union, workers' diverse services, joint signature, national public officials' labor union, national labor union, democratic labor union, national union, national press union, national democratic chemical fiber labor union, and national democratic chemical fiber labor union, and 16:5 when holding a meeting against the labor-management union and its affiliated labor organization, which is the place of assembly report.
