A. PVC water tanks, etc. dealt with in the defensive Violation E need to be supplied promptly and enter into a contract with the Public Procurement Service by setting a unit price in advance only with the above manufacturers, and then register the products of the above manufacturers on the “national integrated shopping mall.” The public officials in charge of purchasing each local government have access to the above site and registered the necessary products by a third party unit price contract to be entered into with the pertinent manufacturer.

On February 2, 2015, the Defendant adopted a water tank to be supplied by E to the shop design for G development projects ordered by the G Yangyang-gun, which is ordered by E, in order to perform the relevant work. The Defendant adopted a water tank that is produced by E as the shop design and demanded to promptly request a contract. E received a proposal to the effect that “E will give 13% of the contract price for receiving orders for water tank construction.” After receiving a proposal to the effect that “E will give 13% of the contract price in return for receiving orders for water tank construction, the Defendant instructed B to prepare an agency business contract in the name of E in the name of B.

From February 2, 2015 to April 2015, the Defendant found a place of business for water supply and sewerage facilities in the Sayang-gun from February 2, 2015.

On April 3, 2015, the Ministry of Land, Infrastructure and Transport requested a public official to "as soon as the E water tank was purchased," and accordingly, on April 3, 2015, the Ministry of Land, Infrastructure and Transport requested G development project overall, the first revision, and the second-minute contract.

Pursuant to the agreement with F, the Defendant: (a) with respect to G development projects (II minutes) equivalent to the contract amount of KRW 437,866,00,00, which was ordered by FY-gun around May 2015; (b) G development projects (II minutes) 15-231 water tanks and voltage supply (contract 6, 2015, May 6, 2015); (c) with B’s account under the name of B (Account Number H) for solicitation or arrangement to enable E to receive the said construction; and (d) with advance payment KRW 10,00,000,000 on February 10, 2015; and (e) KRW 849,00,50,500,500;
