Defendants shall be punished by imprisonment for six months.

However, it is against the Defendants for two years from the date of the conclusion of this judgment.

Punishment of the crime

1. Defendant A is a person who serves as the head of the bidding headquarters at E Co., Ltd. that conducts apartment housing management business.

The Defendant, while taking charge of the affairs related to the selection of a housing controlled entity in Dongdaemun-gu Seoul Metropolitan Government, applied for the issuance of confirmation documents to the competent authority on the grounds that “documents confirming whether the above company has received administrative dispositions during the last one year as of the closing date of receipt of the tender” was necessary to participate in the bidding, and the Defendant had been willing to arbitrarily dismissed the contents of the documents already issued and to participate in the bidding as the issuance of the confirmation documents was delayed.

A. A. Around August 10, 2017, the Defendant forged official documents stating that “it was not an administrative disposition against E Co., Ltd. between January 1, 2014 and July 21, 2017, which was issued and kept in custody at the office of Dobong-gu Seoul and E Co., Ltd. located under subparagraph 601,” the number of “21” in the part “H (07. 21, 2017)” and “request period: (a)” in the name of the head of Dobong-gu, Dobong-gu, Seoul and the head of Dobong-gu, stating that “No administrative disposition was taken against E Co., Ltd.” was taken; and (b) on July 21, 2017, the Defendant posted a small number of “31” printed on “written request” and “the head of Dobong-gu, 2017.” (c) the number of “written request” and “the head of Dobong-gu, 2017.

Accordingly, for the purpose of uttering, the Defendant, without authority, forged a copy of the “written reply to the request for confirmation of existence of an administrative disposition” under the name of the head of Dobong-gu, Dobong-gu.

B. On August 10, 2017, the Defendant’s uttering of forged official document at the above F apartment management office of F apartment around August 10, 2017, is an employee of the above apartment management office under the name of the Defendant who is unaware of the forgery.
