B and Defendant C shall be punished by imprisonment for six months.

However, this judgment is delivered against Defendant B and Defendant C.

Punishment of the crime

Defendant

C is a management complaint for the Nam-gu Seoul Metropolitan Government apartment complex D, and the defendant B is an agent in charge of the machinery of the D apartment management office.

1. Around August 12, 2016, Defendant B’s altered official documents issued a public tender notice to select a business operator in charge of installing the children’s play facilities of D apartment complexes, and the bid-related documents were submitted, including “written confirmation of the fact of the specialized construction business administrative disposition,” which verified the record of administrative disposition, such as the suspension of business operation, etc. of the said bidding company, to the Dong-gu Seoul Metropolitan Government Office, in Yan-gu, Incheon Metropolitan City, by selecting the FF as a successful bidder, from among the LAF, and the KAF as a successful bidder.

While the Defendant reviewed bid-related documents to be submitted to the Dong-gu office of the above apartment building management office on December 2, 2016, the Defendant confirmed the fact that the period subject to confirmation of the administrative disposition by the head of Geumcheon-gu Office of the Geumcheon-gu Office of the F Special Construction Business Co., Ltd., a successful bidder, is not until August 12, 2016, but on May 2, 2016, the bidding notice date, and confirmed the fact that the period subject to confirmation of the administrative disposition by the head of Geumcheon-gu Office of the Geumcheon-gu Special Construction Co., Ltd., a successful bidder, was changed to August 12, 2016, without authority, at the same time, at the above place as eight "five", without authority, by printing the "one" into a computer, and entered it in front of "2", and then the completion date subject to confirmation was arbitrarily changed from May 2, 2016 to August 12, 2016, thereby altering the head of Geumcheon-gu Special Metropolitan City of the Construction Business.

Defendant B, at the above D apartment management office around the end of December, 2016, reported that the completion date of the period subject to confirmation of the fact of an administrative disposition for the specialized construction business under the name of the head of Geumcheon-gu Office was altered from May 2, 2016 to August 12, 2016, and the administrative disposition under the name of the head of Geumcheon-gu, the said alteration was taken in the name of the head of Geumcheon-gu.
