Defendants shall be punished by a fine of one million won.

The Defendants did not pay each of the above fines.

Punishment of the crime

On May 6, 2008, a civil society organization with 1,500 U.S. beef co-operation, etc. established a "National Countermeasure Council against Import of U.S. Beef Risk Co-operation" (hereinafter referred to as the "Countermeasures Council") for the purpose of organizing a strike against the full import of U.S. beef, by asserting that "the phased import expansion agreement of U.S. beef entered into with the Government of the Republic of Korea on April 18, 2008 is about to be a stroke negotiation as well as to bring about harm to the people's health."

Since May 2, 2008, the countermeasures conference led to the "candlelightlightlight assembly against the import of U.S. beef in Seoul, etc." held in the Cheong River square, etc. from May 6, 2008, and opened a candlelight assembly, which is an outdoor assembly at night, from May 6, 2008. From May 24, 2008, the countermeasures conference tried to enter into the Cheong River, etc. with three-dimensionals, including the candlelight plelight assembly, which is the first day after the day from May 24, 2008 and the following day from May 24, 2008.

Accordingly, the government has made an additional negotiation on the import of U.S. and beef, and announced the result of the additional negotiation on June 21, 2008, but the countermeasures conference continued to hold a candlelight demonstration at night in order to accept it and to pressure the government by asserting the complete renegotiation of conditions.

At around 23:00 on June 25, 2008, Defendants conducted demonstration by means of occupying the roads located in 128, Jung-gu, Seoul, Jung-gu, Seoul, and preventing the police buses arrested in flagrante due to the violation of the Assembly and Demonstration Act from blocking the street of the police buses that were arrested in flagrante due to the violation of the Assembly and Demonstration Act.

As a result, the Defendants conspired with other participants in the demonstration and interfered with the traffic of the only one-time vehicle.
