The Defendant is a person who operates a cargo vehicle B.

No person shall cover a motor vehicle registration number plate nor make it illegible, and such a motor vehicle shall not be operated.

Nevertheless, around 10:49 on July 31, 2020, the Defendant left the front of the vehicle parked in front of the Busan Suwon-gu, Busan in order to avoid the illegal parking and stopping control camera, and made it difficult to identify the registration number of the motor vehicle registration number plate by leaving the number plate.
