C. Of the Defendant’s operational regulations, the parts relating to the instant case are as follows.
Article 15 (Appointment and Change of Members) (1) Members of a promotion committee may be placed within the following scope, and if full-time members are placed, they shall undergo a resolution of the promotion committee:
