1. Defendant 2, B, C, D, E, F, G, H, I, J, K, L, M, and N are jointly and severally liable to the Plaintiff for KRW 7.3 billion and the Defendant C, H, and F.

1. The facts under the basis of facts were confessions between the Plaintiff and the Defendants, C, D, E, F, G, H, J, K, L, M, and N. The Plaintiff is a person who is entrusted with the instant project by the RPP Development Association (hereinafter “the instant association”) with respect to Q2 hot spring site development project (hereinafter “the instant project”). The Defendants, other than Defendant Changwon, are the owners of the instant project site, who are members of the instant association, and Defendant Changwon-si (which was originally established, but was integrated into Changwon-si pursuant to the Act on Special Cases concerning the Establishment of and Support for the Changwon-si, Changwon-si, and which was integrated into Changwon-si on July 1, 2010; hereinafter “the instant project”), is an administrative agency that should formulate a development plan for the instant project pursuant to Article 54 of the Tourism Promotion Act and obtain approval from the Gyeongnam-do Governor.

B. (i) The process leading up to the formation of the instant association was discovered at the Changwon-gun, an administrative agency around April 198, and the report of hot spring discovery was accepted at the time of December 13, 1990 to the Changwon-gun, an administrative agency. On September 29, 1992, Gyeongnam-do designated the said S hot Spring Zone as Tro notified by Gyeongnam-do, and again, on August 7, 1995, Masan-si, Masan-si, Masan-si, Masan-si, Masan-si, Masan-si, Masan-si, Masan-si.
