except that the execution of the above punishment shall be suspended for two years from the date this judgment becomes final and conclusive.

Punishment of the crime

Where a person diverts grassland for which 25 years have passed since the creation of grassland was completed, as a farmland cultivation site, etc., he/she shall report it to the competent authority.

Nevertheless, the Defendant, without reporting to the competent authority on August 2015, laid down landscape trees on the aggregate of approximately 8,000 square meters which completed the creation of grassland on around August 1978 in Jeju-si, and approximately 7,000 square meters which completed the creation of grassland on around 1978 in C, and approximately 11,50 square meters which completed the creation of grassland on around 1984 in D, and approximately 26,50 square meters in grassland.
