Reasons
Punishment of the crime
Defendant
A is a person who has been engaged in the business of manufacturing unregistered feed in the closed livestock shed located in Gyeonggi-gu G, and Defendant B is a person who has engaged in the business of selling feed in the name of “H” in Incheon Dong-gu, and Defendant C is a person who has engaged in the business of collecting solid feed in the name of “I” in Bupyeong-gu, Busan.
1. Defendant A
(a) A person who intends to run a manufacturing business of selling or supplying feed in violation of the Control of Livestock and Fish Feed Act (including mixing, mixing, mixing, or processing such feed), shall register such feed with the Mayor/Do Governor, as prescribed by Ordinance of the Ministry for Food, Agriculture, Forestry and Fisheries;

Accordingly, the defendant was engaged in the feed manufacturing business without being registered with the Mayor/Do Governor.
(b) A manufacturer, importer, or dealer of feed violating the Control of Livestock and Fish Feed Act shall manufacture, import, or sell feed manufactured or imported without filing for registration of ingredients, or feed;
