1. The plaintiff's claim is dismissed.

Reasons
1. Details of disposition;
A. On April 4, 2002, the Plaintiff received a physical examination from the Defendant that “In the course of performing his/her duties, she met the requirements for persons who rendered distinguished service to the State” (hereinafter “the instant wound”), but was judged to fall short of the grade criteria.
B. After that, on March 15, 2016, the Plaintiff received a physical examination from the Defendant that the instant wound meets the requirements for persons who rendered distinguished services to the State. On September 20, 2016, the Defendant rendered a decision on non-conformity of persons who rendered distinguished services to the State (hereinafter “instant disposition”) according to the resolution of the Board of Patriots and Veterans Entitlement that the instant wound falls short of the disability rating to the Plaintiff.

2. Whether the instant disposition is lawful
A.
